Re: Lorton Appreciation Run #3, 12 July 1997

The purpose of this memo is to document telephone conversations and meetings involving MS Poteat, Mr. Kidwell and Mr. Sheetz over the preceding two weeks.

The Mount Vernon Hash House Harriers (MVH3) is a cross country running club established December 14, 1985 in Alexandria, VA. Since that time MVH3 has been running every Saturday morning, regardless of weather, throughout the Northern Virginia area.

To show the members of MVH3 the beauty of the Lorton community, I have led two runs (one in central Lorton in April and one in Northern Lorton in June). To complete the picture, I plan to lead a final Lorton appreciation run on July 12, 1997 in conjunction with our celebration of the French Independence day, in Southern Lorton, taking advantage of the rolling fields and unspoiled forests that are part of the Lorton Correctional Facility property.

I met with Mr. Kidwell on June 27, 1997 and traveled over the proposed trail with him and then discussed the planned activities for both Sunday June 29th and Saturday July 12th. I received tentative approval from him, subject to further internal coordination on his part with the effected institutions and final approval by you.

Activities planned for Sunday June 29th: I will run the trail (see below) with one or two other individuals starting approximately 8:15 AM.

Activities planned for Saturday July 12th: At approximately 9:30 AM between 40 and 80 runners will drive to the Training Academy parking lot. At precisely 10:00 AM I will leave the parking lot with 3 other runners to mark the trail (see below) with flour and chalk. The pack of runners will do some stretching exercises and then start walking on the trail at 10:12 AM to warm up and then start running the trail at 10:15. The runners will be driven back to the Training Academy parking lot on public roads about noon and should have the lot cleared by 1:00 PM.

The trail:: Start at the Training Academy Parking lot and run SE along Furnace Road to the unnamed road that connects Furnace Rd and Lorton Rd. Run SW along the unnamed road to Lorton Rd. Cross Lorton Rd to dirt path on South side of Lorton Rd to staff parking. Run through parking lot to within about 50 yards of the NE corner of the Occoquan Facility then turn North through the wood line to the lower parking lot. From the lower parking lot, join the road toward the Dairy Farm and run through the woods around the old slaughter house, rejoining the farm road to the Dairy Farm. At the Dairy Farm complex, run due East through fields to the junction of Correctional Facility property and Incinerator property on Furnace Rd. Cross Furnace Rd and run through field on the East side of Furnace Rd to the junction of Furnace Rd and the I95 landfill access road. Run South through woods between Furnace Rd and the access road to the second junction of Furnace Rd and the access road. Run South on Furnace Rd across US 1 to Old Colchester Rd into the Harbor View community. Permission has been gained from both the Land Fill and the President of the Harbor View Citizens Association for their parts of the trail.

I thank you for the marvelous cooperation I have received from members of your staff, especially Mr. Kidwell , and request that you approve these tentative plans discussed above.

Re:     Letter of Appreciation for Mr. Terry Kidwell

I take this opportunity to thank you and your excellent staff for the wonderful support I received recently during my running club's combination Lorton Appreciation Run/Bastille Day Run on July 12, 1997. The efforts of Mr. Terry Kidwell are particularly praiseworthy.

The Mount Vernon Hash House Harriers (MVH3) is a cross country running club established December 14, 1985 in Alexandria, VA. Since that time MVH3 has been running every Saturday morning, regardless of weather, throughout the Northern Virginia area.

I have lived in Lorton since 1976. To show the members of MVH3 the beauty of the Lorton community, I had previously led two runs (one in central Lorton in April and one in Northern Lorton in June). To complete the picture, I led a final Lorton appreciation run on July 12, 1997 in conjunction with our celebration of the French Independence day, in Southern Lorton, taking advantage of the rolling fields and unspoiled forests that are part of the Lorton Correctional Facility property.

My request to run through the Lorton Complex was given to Mr. Kidwell for evaluation and action. Although this must have been an unusual request, Mr. Kidwell approached it with a cheerful energetic competence that was most impressive. The coordination, planning and dry runs that were necessary between Mr. Kidwell and me took nights and weekends which may have been on his own time and at the very least were very inconvenient for him. He never waivered in his efforts to provide an exciting, scenic and safe route for my club to run.

Several of Mr. Kidwell's staff joined us for both the run and the socializing afterwards and seemed to have a good time. The run came off without a hitch, much to the enjoyment of the 96 runners who participated.

During the course of the preparation for the run and the run itself I came in contact with a great number of Department of Corrections staff, all of whom were thoroughly professional, while at the same time being very friendly and most accommodating.

Mr. Kidwell quite literally went the extra mile for us and dedicated a significant amount of time to insure that we enjoyed ourselves.

It is efforts like Mr. Kidwell's, with no hope of personal reward, that make the Correctional Facility a welcome neighbor in Lorton, regardless of what you might have heard from individuals who claim to speak for us, although they don't live in our community.

Thank you for a magnificent event and for the chance to meet and work with some truly exceptional people.

My request of Ms. Poteat's office was hardly routine, but her staff swung into action with a cheerful energetic competence that was most impressive. The coordination, planning and dry runs that were necessary between me and the staff took nights and weekends which may have been on the staffÆs own time and at the very least were very inconvenient for them. They, however, never waivered in their efforts to provide an exciting, scenic and safe route for my club to run.

I am happy to say that several of Ms. Poteat's staff joined us for both the run and the socializing afterwards and seemed to have a good time. The run came off without a hitch to the enjoyment of the 96 runners who participated.

During the course of the preparation for the run and the run itself I came in contact with a great number of Department of Corrections staff, all of whom were thoroughly professional, while at the same time being very friendly and most accommodating.

Since the behavior a staff is the direct reflection of the leadership they receive, Ms. Poteat has shown herself to be an extraordinary leader who sets and enforces high standards while at the same time encouraging initiative among her subordinates.

It is efforts like hers that make the Correctional Facility a welcome neighbor in Lorton, regardless of what you might have heard from individuals who claim to speak for us, although they don't live in our community.

Thank you for a magnificent event and for the chance to meet and work with some truly exceptional people.
